James left his home at Sip, Kentucky at age 14 and had lived in 18 states before he was 21. He worked his war through Valparaiso University and graduated from Chicago Law School. After law school he enlisted with the First Illinois Cavalry for service in the Spanish American War. Following his discharge, with the rank of Corporal in November 1898, he settled in Muncie, Indiana. After being admitted to the Muncie Bar Association he and Charles McGonagle formed a law partnership. James then entered politics becoming a leader in Republican politics in Muncie. He served two terms in the Indiana House of Representatives and two terms as a member of the Indiana Senate. He also served as Parliamentarian and secretary of the Indiana Senate. While in the Indiana General Assembly, the Ball Brothers purchased Eastern Indiana Institute and gave it to the state of Indiana. Legislation establishing the gift institute as Ball State Teachers College was passed by his efforts.

Further James was instrumental in getting through the first appropriation of funds to construct Science Hall, the first new building to be constructed on the Ball State campus. James married Lula Parkinson on Nov 21, 1907. He died a few days before he and Lula would have celebrated their 50th wedding anniversary. Memorial services were held October 15, 1957 in the Circuit Court room by members of the Muncie Bar Association.
